Seems pretty obvious that the "question" in question was some Alabaman trying to denigrate Georgians, and for that I, as a Georgian, am offended. I am also surprised that Alabamans a) know how to use computers and b) have internet access.
However, it is true that leading up to the Atlanta Olympics in '96, some Atlanta-based phone operators refused to sell event tickets to customers from New Mexico because, in that particular office, they were only authorized to sell tickets to residents of the United States.

... but a few guys from the the caucasian republic were able to buy tickets :)
